Kazakhstan is a Central Asian country bordered by Russia, China and Mongolia. Children Waiting The children available are of Kazak ethnicity and appearance, mixed Kazak/Russian ethnicity and Eurasian in appearance or Russian in ethnicity and Caucasian in appearance. Infants may be adopted as young as 12 months old. Applicants Eligibility Country law is held fairly rigid: The difference between the child and the adoptive parents has to be not less than 16 years and not more than 45 years. The priority to adopt will be given to full families, but they will consider every case where the adoptive mother wants to adopt and see all her conditions. all the close family members will have to give in writing their agreement to the adoption. Close family members are: father's parents, mother's parents and all the children in the adoptive family. The priority to adopt will be given to married couples, but single women applicants are accepted and MOE will consider each individual case. Adoptive parents must own their home. People who rent are not considered for adoption in Kazakhstan. There are very strict medical requirements in that no medical or psychiatric conditions can be present in either parent. In this program, all applicants must have a clear FBI records check with no incidents or activity. Process Description Prospective adoptive parent(s) will submit the TOL pre-application, they will then receive and return the full application. They will also receive and return a contract specific to the family and Kazakhstan. The full dossier will then be released to the client and a consultant will be assigned and will provide assistance to help complete the adoption dossier. TOL will provide support to the family‘s social worker to complete cultural wording within the home-study should TOL assistance be requested. Upon the dossier completion, Tree of Life will submit the documents for translation here in the USA; an application to register will then go to the Consulate in New York City and then upon receipt of the registration, the dossier is sent to Kazakhstan to TOL‘s representation for review, notarization and authentication and then submitted to The Ministry of Education (MOE) for approval by the officials. Within a month, assuming the dossier is compiled properly, MOE will issue the approval of the dossier and then proceed to make a referral of a child to the family, based on the children available (MOE sends to the Representation information on the child and it's picture and Representation sends it to the Agency, which in turn forwards it to the family. If the family accepts the referral of the child they write an statement that they want to continue with the adoption of the child and TOL will submit it to MOE, which in turn sends a letter to the regional Department of Education that the child who is chosen by the family is no longer available for domestic adoption. Then the family is getting ready for the trip to Uralsk where they need to visit with the child for 4 weeks. In the event the family refuses the referral during their first trip, NO MORE CHILDREN will be referred. Contact TOL agent for more details. |
