Highlights of Bulgarian Program
Children are well cared for in state run orphanages Children of all parameters are encouraged to look forward to having a family of their own A new law has reduced the time required to release for availability down to six months: younger children are anticipated to be available as this new law goes in to practice over the next year. Many children age 4-7 waiting for families. Two short trips to the country, which can be one parent only(while realizing the affect upon the citizenship of the child upon entry to the USA) No in-country flight required: all orphanages can easily be reached by driving. Referral by Request program where families request the child they most see as theirs and such a child is then matched to the family by the Central Authority of Bulgaria.
Bulgaria is located on the Black Sea in South Eastern Europe and is South of Romania /North of Greece.
Most children are relinquished at birth and moved to local orphanages shortly after a hospital birth. Birth parents make this decision based on poverty and inability to provide for their child. Most children are of Roma (Gypsy) ethnicity though all children born in Bulgaria are considered ―Bulgarian‖ by citizenship as a result of being born in the country.
A loosely applied rule of ―no more than 45 years between the age of parent and child. Prospective parents must be 15 years older than the child they hope to adopt. Married couples and single female applicants are readily accepted. Single males considered with submission of a full dossier on an individual basis: no law prevents adoption by single men, but history of a referred a child in this type of an adoption is minimal.
Prospective adoptive parent(s) will submit the TOL pre-application; they will then receive and return the full application. Then, they will receive and return a contract specific to the family and Bulgaria. The full dossier will then be released to the client and a consultant will be assigned and will provide assistance to help complete the adoption dossier. Out-of-state clients will be provided references for home study agencies within their state of residence, TOL will then provide an inter- agency agreement for those agencies, and provide support to the family‘s social worker to help with the cultural wording within the home-study. The family will be responsible for completing and filing the correct immigration form and keeping their fingerprinting and I-171 current. Upon the dossier completion, Tree of Life Adoption Center will submit the dossier to the country for translation and presentation to the Ministry of Justice (MOJ) for registration and the family then awaits a referral.
Bulgaria Program Timeline
For a referral will in part be determined by the parameters set by the applicant(s) for the child(ren) they envision in their family.
The family should anticipate traveling to visit within a few weeks following receiving a referral: one parent may travel or both, however, only one parent traveling before the adoption is final will affect the citizenship of the child(ren) upon entry to the USA. The family will then return to the USA and if they desire to commit to the child they have been referred to, the documents will be placed to request a court hearing. The court hearing will be completed without the family present. The second trip is to bring your child home and it is generally 12-16 weeks following the first trip
